Engage an amateur player permanently

Introduction

This instruction type applies to the transfer of players who will be registered as amateurs with the new club, domestically or internationally.

The information must be entered in TMS as accurately as possible, and the necessary mandatory documents must be uploaded by the engaging party. For more information on the mandatory documents, see the section entitled “Transfer documents in TMS: mandatory documents, upload rules and evidence”.

When a player is being registered with a Member Association as an amateur, a registered TMS user from the engaging club must enter the appropriate transfer instruction in TMS. For clubs that do not have access to TMS, the relevant Member Association must enter international transfer instructions for amateur players on behalf of its affiliated clubs.

Note: International amateur transfers are inherently without transfer agreements and therefore agreed transfer terms cannot be declared in the transfer instruction in ITMS. An amateur transfer must still be submitted in ITMS, however, for transparency, any related agreement documentation should be uploaded after the transfer has been confirmed. Creating the instruction

To enter the transfer of an amateur player, navigate to the Transfers > Overview tab, click on “Engage player” and then select “Amateur permanently” (or “Engage amateur” for Member Associations) under the International section, or “Permanently” under the Domestic section.

The “Engage permanently” instruction in DTMS includes an additional question not found in international transfers: “Will the player be registered as a professional or an amateur?” where clubs can select between “Professional” or “Amateur”. Even if a player is declared an amateur, the domestic transfer in DTMS will always be categorised as “Professional” and the registration periods for professional competitions will apply.


“Players & Clubs” section

Player

The details of the player involved in the transfer must be disclosed. To do this, search for the player you wish to engage by entering their name, nationality, date of birth and/or player ID. If the player is in the TMS database, their name appears in the drop-down list.

If the player is not in the TMS database, you can expand the search across Connect ID, which includes player records from the National Registration System (NRS) of all Member Associations. Ensure that the player’s details match their proof of identity exactly. For more information on how to search for, create and edit players, see the section “Searching for players in TMS”.

If you create a new player, the former association must first confirm their identity details before the transfer can proceed. For more information on this topic, see the section “Player confirmation”.

The player’s proof of identity must be uploaded by clicking on “Drop files to attach or click to browse”.

Ensure that the document being uploaded complies with the requirements set out in the “Transfer documents in TMS: mandatory documents, upload rules and evidence”. Failure to upload a document in compliance with these requirements will constitute a breach of the Regulations.

For domestic transfers, you will then be asked to confirm if the player will be registered as an amateur or a professional with the new club. Additionally, depending on the player’s nationality, you might also need to complete the details related to the work and/or residence permit. If either one of these documents is necessary for the engaged player, click on the relevant permit category and complete the dates, if known.

Releasing club

The player’s former club must be selected by typing the name of the former club in the relevant field. If the club is already in TMS, the name will appear in the drop-down list. For domestic transfers, only clubs affiliated to your Member Association will be available to select.

To avoid duplicate club records, search thoroughly for the club in the “Stakeholders” tab in TMS. For more information on how to search for and view club details, see the section entitled “Searching and viewing club details”.

If the former club is not already registered in TMS, add it manually by typing its international name and click on “Create Club”.

Engaging club (club you act on behalf of) – for Member Association users only

If you are a Member Association acting on behalf of your affiliated club, you must select the club by typing its name in the relevant field. If the club is in TMS, the name will appear in the drop-down list.

If the club is not registered in TMS, you can add the club manually by clicking on “Create club”.


Transfer type – for international transfers only

You must either select “Yes” or “No” to the question: “Will the player play in competitions in which only amateurs participate, on the basis of art. 6 par. 8 of the Regulations on the Status and Transfer of Players?”

Note: players who participate in professional competitions, in which professionals (and amateur players) participate, are subject to the professional registration periods defined by the relevant Member Association, regardless of whether they are registered as an amateur or professional player. If this is the case, you should select “No”.

You must select the status of the player with their former club.

Note (for Member Association users only): If (1) your Member Association has a valid limited minor exemption, and (2) the transfer instruction involves a minor player, an additional question will appear. You must indicate whether the player is to be registered based on your Member Association’s limited minor exemption and confirm that the player will register with a purely amateur club, as stipulated by the rules.


Club-to-club agreement – for DTMS only

In DTMS, a field is available to indicate whether an agreement exists between your club and the player's former club. Where an agreement is indicated, the date of the agreement and a copy of the relevant document must be provided.

You must select the status of the player with their former club.


“Compensation” section – for international transfers only

You will need to indicate if player compensation is applicable.

If yes, you will need to select whether the compensation will be paid monthly, weekly, or in total by selecting the arrow icon in the “Frequency” field. For non-monetary remuneration, you can select “Other”. You can upload any supporting documentation.

“Football Agents” section

If your club or the player has an agent representing it in relation to this transfer, this information must be entered in TMS by clicking “Yes”. You will then be required to declare the agent information within the transfer. For more information, see “Declaring agent information”.


Confirmation

Once you have entered all the necessary details in the instruction and have uploaded all the mandatory documents, you may either confirm the transfer or save it as a draft and return later. If you choose to save as draft, the status of the transfer will change to “Pending” until it is confirmed.

Certify that all the information is true and correct by clicking on the relevant box, and once you are certain that everything is in order, click on “Confirm transfer”.

Once you have confirmed the instruction, you will be directed to the “Transfers” tab in TMS and the transfer status will change to either “Awaiting confirmation of player”, “Awaiting ITC request” for international transfers, or “Awaiting transfer approval” for domestic transfers.
